Outdoor LED advertising means digital outdoor displays that show your message bright enough for direct sunlight and weatherproof for years. Kampro plans three types of solution (facade display, freestanding pylon, transparent mesh LED), advises on permits and takes care of site analysis and technology selection. For outdoor events, we refer you to a partner with weatherproof hardware.

1. Why outdoor LED outperforms classic outdoor advertising

2. Outdoor LED technology: what you need to know

Protection class (IP rating)
Outdoor LED has to withstand wind, rain, snow and dust. The IP rating defines the degree of protection.
IP65: standard for Central Europe
IP66/67: coastal and alpine areas
Brightness (cd/m²)
Outdoor displays need to be much brighter than indoor ones. Direct sunlight requires 5,000 to 8,000 cd/m².

Pixel pitch
The pixel pitch determines the minimum viewing distance for a sharp image.

Operating temperature
High-quality outdoor LED modules are designed for -30 °C to +60 °C. In Germany, that covers all climate conditions.

4. Permits: what is allowed in Germany

Exempt from permit no application
In Bavaria, for example, advertising installations up to 1.5 m² of display area, or at the business's own premises (Stätte der Leistung) up to 10 m in free height (BayBO Art. 57). All other rules still apply (BayBO Art. 55).
Permit exemption procedure 1 month
Within a qualified or project-related development plan: if you comply with its provisions, in Bavaria you may start one month after submitting the documents to the municipality, unless it asks for a permit procedure (BayBO Art. 58).
Building permit no fixed deadline
Application to the lower building supervisory authority (BayBO Art. 53, 64). The authority checks within three weeks whether the documents are complete. The BayBO sets no fixed overall duration for advertising installations (BayBO Art. 65, 68).

In Bavaria, advertising installations are structures and need a building permit unless an exemption applies (BayBO Art. 2, 55). Each German state decides which installations are exempt: the model building code names up to 1 m² of display area (MBO § 61), Bavaria up to 1.5 m² and, at the business's own premises, up to 10 m in free height (BayBO Art. 57). Municipalities can set their own rules by bylaw, up to bans (BayBO Art. 81). The application goes to the lower building supervisory authority (BayBO Art. 53).

Light counts as an immission under German law, and avoidable harmful effects must be prevented (BImSchG § 3, § 22). For the assessment there are the LAI guidelines on light immissions: in purely and general residential areas, the guideline value for brightening at the window is 3 lx from 6 am to 10 pm and 1 lx from 10 pm to 6 am. In Bavaria, illuminated or light-emitting advertising installations are banned in the undeveloped outer area (Außenbereich), and the municipality can allow exceptions until 11 pm at the latest (BayImSchG Art. 9).

Outside built-up areas, advertising is prohibited if it can distract or disturb road users in a way that endangers or impedes traffic, and advertising combined with traffic signs is not allowed (StVO § 33). The StVO sets no fixed minimum time for image changes; whether content can distract depends on the individual case. Along motorways and federal, state and district roads, building bans or the consent of the road authority apply depending on the distance (FStrG § 9, BayStrWG Art. 23, 24).

Recommendation

Clarify the permit in parallel with planning and before buying the hardware. If you are unsure whether a site is possible, you can first apply for a preliminary decision on individual questions (BayBO Art. 71). The rules differ by German state and municipality, and the responsible building authority has the final say.

Leyard Europe — SachsenEnergie AG, Dresden

In 2025, SachsenEnergie AG modernized its headquarters in Dresden with a comprehensive LED solution: two outdoor LED video walls, each made of 7×7 panels of the Leyard CarbonLight CLM Series (pixel pitch 5.9 mm), on the building facade. Transparent LED panels show brand content without covering the glass architecture.

What this shows you: Transparent LED facades are not just for international corporations. A regional energy supplier uses the technology to present its location in a modern way.

Daktronics: digital billboards in Germany

Daktronics is one of the world's leading providers of digital billboards and has had a European office in Germany since 2003. Large-format LED boards in downtown locations, around train stations and at sports venues, designed for 24/7 operation in German weather conditions.

For companies without their own space, DooH networks such as Daktronics, Ströer and others make it possible to advertise on third-party digital outdoor screens, as an alternative to investing in your own LED.

FAQ: Outdoor LED advertising

What is outdoor LED advertising?

+

Digital LED displays for outdoor use that show changing content instead of a printed poster. They are weatherproof and bright enough to stay readable in direct sunlight.

How bright and weatherproof does an outdoor LED display need to be?

+

For direct sunlight, plan for 5,000 to 8,000 cd/m². IP65 is sufficient for Central Europe, while coastal and alpine sites need IP66/67. Typical operating temperatures range from -30 °C to +60 °C.

Do I need a permit in Germany?

+

In many cases, yes: which advertising installations are exempt depends on the German state; in Bavaria, for example, those up to 1.5 m² of display area or at the business's own premises up to 10 m in free height (BayBO Art. 57). The application goes to the lower building supervisory authority (BayBO Art. 53). Kampro advises you on the approval process.

Which outdoor LED solutions does Kampro offer?

+

Three types to buy: facade displays, freestanding pylon displays and transparent mesh LED, each with a site analysis. For outdoor events, we refer you to a partner with weatherproof hardware; our own rental modules are indoor (P2.6).

Request a site analysis

Outdoor LED displays are among the most eye-catching marketing investments you can make at your own location. You replace single modules, not the whole wall, and you no longer need to have motifs printed. Compared with classic outdoor advertising, that makes you far more flexible.

The key point that makes many companies hesitate is the permit effort. It is real but manageable if you factor it in early. The rules differ by German state and municipality (for example MBO § 61, BayBO Art. 57 and 81), and the responsible building authority has the final say.
